The "Thieves' Guild" is the name given to the organised crime syndicate of the Imperial capital city of Altdorf run by Herr Klasst, the self-proclaimed "Emperor of the Altdorf Underworld." He rules his organisation from the Reikerbahn district of the city with such ruthlessness and precision that the organisation is, in fact, far more efficient than any legitimate guild.[1a]

Klasst rose to power in Altdorf's underworld when the local gangs known as the Hooks and Fish lost status and influence in the wake of the Great Fog Riots. Today, Klasst's criminal empire stretches across the city, from Little Tilea to Morrwies.[3a]

Klasst's crime ring is multifaceted. It operates a typical Thieves' Guild, which forces thieves operating in Altdorf to pay the organisation a cut of their earnings for a "license" to operate. It has a similar operation for prostitutes. It has wings which operate protection rackets[2a] and smuggling routes.[1b]

Klasst's organisation is allied with the Fish. The Fish serve as hired thugs for Klasst, and in return the Fish distribute their smuggled goods through the black marketeers controlled by the Thieves' Guild.[1a] The seditious Glorious Revolution of the People (Reformed) is a customer of Klasst's smuggling business. They acquire ink and paper through them in order to print their broadsheet.[1b]

Klasst and his men travel around Altdorf through a network of secret passages hidden in plain sight, winding between and sometimes through the city's tenements.[2a]

  • Vesper Klasst - The self-proclaimed "Emperor of the Altdorf Underworld," Vesper Klasst is the kingpin of the Altdorf Thieves' Guild.[1a][2a] Coldly intelligent, he was in his youth a fellow student of Zavant Konniger and retains a rivalry with the veteran investigator.[2a]
  • Reichel Scholke - Vesper Klasst's lieutenant and chief enforcer, now deceased.[2a]
  • Mother Mandelbaum - Mother Mandelbaum is a famously well-connected black marketeer of Altdorf.[1a]
  • Vido - Prior to becoming Zavant Koniger's manservant and assistant, the Halfling Vido was a thief in Klasst's organisation.[2a]
