Shang-Wu[2] is the most important city in central Grand Cathay, and a large hub of trade. It is the seat of Yuan Bo, the Jade Dragon who rules the Central Provinces of the Celestial Empire. It is also the seat of the Jade Court which administers Cathay's massive imperial bureaucracy at the direction of Yuan Bo.[1]
Shang-Wu is a major nexus of commercial activity in Cathay, as it lies where the Great River and other rivers meet, and is also where the Broken Road and the Great Road meet. The city is also located near rich farmland which helps to support its large population.[1]

The Palace of Scrolls is the seat of the Jade Dragon in Shang-Wu. At the heart of his palace sits the true base of Yuan Bo's power, where the bureaucratic control of the Celestial Empire is maintained by his Jade Court using countless scrolls containing endless tallies and projections.[3]
