Counterfeiter

Counterfeiters are more adept criminals than the lowly Clipper. Instead of merely tampering with the coinage, they actually make their own, melting down coins and reminting them with a little less gold or silver and perhaps a little lead to make up the weight. Counterfeiters can make their own coin dies, either from scratch or by using original coins.^[1a]
