One mechanic I wish existed in TWWH was a buy/sell settlement mechanic.
Like you own 3/4 settlements but some random dwarf army settled it first.
It’s constantly having public order issues and makes almost no money for them.
Why not take it off their hands for the price of the builds they have in the settlement + 5 turns of whatever the settlement makes or something.
That could work out to be like 5000-6000$ a settlement, but a worthy investment in my mind.
Or on the other hand.
You you own 1/4 settlements, it has public order issues, and makes no money, why not sell it off for the price mentioned above or even gift it if you want to build favor with a faction?
It could even have the -10 public order (first turn only) + -5 (-1 per turn) thing that occupying settlements has.
I’d also love to see an “Abandon” settlement ability, sometimes you just need a small base in far off enemy territory, but don’t want to hold it forever.
If you do abandon a settlement it could have effects like the nearest region you own would get a -30 (first turn only) + -10 (-1 per turn) but also get a +20 growth for 5 turns.
You lose everything that you invested into that settlement but still get that turns profit since you’re “packing up and leaving”
