I know he was defeated with an enchanted warp stone blade but full power Nagash who isn’t weakened? He literally ate gods in the end times. Could anyone beat him in a 1v1 duel? Fantasy of course.
In a magical duel and assuming everyone is at full strength, I’d say Lord Kroak, Lord Mazdamundi, and Caledor Dragontaimer could do so die to their immense magical power and ability to draw from all winds of magic (including high magic). While Nagash is immensely powerful in his own right I’m unsure if he could keep up with the sheer versatility that these other masters of magic have.

Before he got stabbed by the Fellblade maybe, with a huge alliance.
He only got beat back after he got stabbed because the blade still made him weaker each time he resurrected.

In theory Count Noctilus could. When he had the Maelstrom at almost full power he could have basically been as powerful what with the control of ALL seaborne undead. He'd basically rule the sea even if Nagash had conqured everything on land.
Even if Noctilus had controle over the entire sea and Nagash over the land Nagash could beat him. I mean he was killed by 5 pirates ya know
5 Legendary pirates, one of which stole the Empire's most powerful flagship. I wouldnt call that just 5 Pirates. Hell Nagash was beaten by 1 man and 13 Ratmen.

To be fair, Nagash was in a very very weakened state after resurrecting ALL of the dead in Nehekhara. Then while he was resting after that ordeal he was assaulted by the last priest king of Nehekhara with nothing left to loose wielding a cursed blade made of pure warpstone. Even then Nagash would have won if it wasn’t for the interference of the Council of Thirteen and several members were killed due to the effort required to stop the power of Nagash’s magic aimed at the king. As a side note this is how the tomb kings became an independent faction
Oh! I almost forgot! This priest king was essentially raised to be the best warrior/ king in all of Nehekhara.
Priest King Shmeisht King, he was a withered, tortured soul set up to do the Council of 13's dirty work, Jago Roth and the Grand Alliance could have overthrown a small nation with the ships they had amassed, fought against an enemy that could have literally controlled all of the oceans dead from the dawn of time onwards, and despite all that Count Noctilus was all but victorious up until the last moment. Much better than being ganked by your tourture toy after he got some backup by the rat mafia, who, up until now, you had totally cowed. Basically Nagash was punked by Skaven, while Count Noctilus went down to a seaborne nation state's worth of men, guns, and magical weaponry. One was basically assassinated in his bedchamber, the other took down basically most of his enemies with him and had he been successful would have commanded an armada of the damned that simply could not have been stopped by any single faction barring perhaps the full naval might of the Dark Elves or High Elves, if that. Nagash HAD all the dead in Nehekara, and still lost. Nagash had, for a time, the loyalty of the first generation Vampires, and lost. Had Count Noctilus had those cards in his hands, Im pretty sure the only Necromancers that could actually have a go at him would be the Lichemaster, maybe Vlad or Mannfred, and probably Nagash or his loyal minion if they'd gathered some allies and armies.
In conclusion, Count Noctilus is underrated just because of where he comes from in lore, but as a character is probably in the top five for most powerful undead necromancers in the setting.
